Permits & Insurance for Importing Luxury Goods to Bali

There is no single blanket permit for high-value goods. What applies depends on HS classification, declared value and country of origin — a working guide for UHNWIs, family offices and hospitality groups.

Realistic expectations before goods ship, rather than assumptions. Rules and rates are subject to change and are verified at the time of import.

What Permits Might Be Required?

Whether a permit is needed at all — and which one — depends on the category of goods.

  1. 01 Vehicles The most structured documentation path, including registration paperwork after customs clearance.
  2. 02 Furniture, art & antiques Standard import declarations; some antiques or cultural items draw extra scrutiny.
  3. 03 Hospitality equipment Kitchen, bar and large fixtures usually move as a business or project import.
  4. 04 Relocation & household goods Different allowances; eligibility depends on visa or residency status at the move.

Requirements follow classification, not the buyer’s nationality or budget: the same painting or car model can need different paperwork depending on how it is declared and documented. Always verified against the rules in force at the time of import.

How Is Duty, VAT, and Luxury Tax Determined?

By HS classification and customs value — not by retail price alone.

Import duty, VAT and — where applicable — a luxury-goods tax (PPnBM) are calculated on the HS classification of the item and its customs value. Rules and rates are subject to change, and some categories require special approval before goods can even be shipped.

That is why the desk frames cost expectations as calculated case by case: a classic car versus a new supercar, or a commissioned art piece versus a decorative reproduction, can sit under entirely different tax treatment once documentation is reviewed.

What Insurance Should Be in Place?

High-value shipments carry risk at every stage — freight, port handling and the inland leg to Bali.

Storage counts too. Cover should not lapse while goods wait.
  1. 01 Marine or transit insurance on the full declared value, origin to final delivery — not just the freight cost
  2. 02 Valuation accuracy: insurance and customs values consistent and documented, or claims and clearance both suffer
  3. 03 Storage-period cover if goods sit in a bonded facility awaiting clearance or villa or project readiness
  4. 04 Handling-specific terms for fragile, oversized or single high-value items such as art, antiques or classic vehicles

Terms should be reviewed against the actual shipment plan — vessel schedule, port of entry and inland route — rather than a generic quote.

Typical Scenarios We See

Each is indicative only until documents are reviewed — which is why a single checklist rarely fits.

Family office

The shipment
A private art collection into a new Bali residence
What it typically needs
Provenance documentation alongside customs paperwork

Hotel group

The shipment
An entire commercial kitchen fit-out
What it typically needs
A project or business import; line items may fall under different HS classifications

Relocating expat

The shipment
Household furniture and a personal vehicle
What it typically needs
Two sets of rules running in parallel

This guidance serves foreign buyers furnishing a villa from abroad, family offices coordinating art or vehicle acquisitions for a principal, and hotel or resort groups equipping a new property. Our concierge and white-glove services begin every engagement with a document and classification review rather than a fixed price list.

Exhibit 05 · The preparation

What to Prepare Before Contacting the Desk

Four things give a sharper first read, though final figures still depend on full document review.

  1. 01 Invoice or quotation The purchase invoice, or the seller’s quotation.
  2. 02 Specification A description or specification sheet for the item.
  3. 03 Provenance Any prior ownership or provenance documents.
  4. 04 Intended use Personal, resale or commercial project, once the item is in Bali.

What slows approval: incomplete or inconsistent documents, unclear classification for unusual or custom-made items, and approval steps the shipper did not anticipate. Planning the documentation trail before goods leave origin is the single biggest factor in a smooth process.
